Jim Halford joined the Brunini firm after graduating from the University of Mississippi School of Law in 1985. He is Chairman of the firm’s Regulatory Department. Jim practices in the area of public utility regulation, with an emphasis in the fields of natural gas and telecommunications. He regularly appears before the Mississippi Public Service Commission on behalf of one of the largest natural gas utilities in the state, as well as on behalf of numerous telecommunications providers. Jim's practice also includes pipeline litigation, including prosecution of injunctive relief and eminent domain actions, as well as defense of surface damage and personal injury claims in state and federal courts. He also oversees major energy projects and advises clients on easement issues. Jim has lobbied the Mississippi Legislature on behalf of local natural gas utilities, interstate natural gas pipeline companies, and telecommunications companies. He has chaired a panel on natural gas deregulation issues at the National Conference of Regulatory Attorneys. He is recognized by Woodward/White's Best Lawyers in America for his expertise in Energy Law and Communications Law. Chambers U.S.A. also lists him among Mississippi's Leading Lawyers in Energy and Natural Resources.  

Representative Matters

• Obtained federal injunctive relief for immediate possession of multiple Mississippi properties for construction of interstate natural gas pipeline projects.
• Oversaw right of way acquisition activities, including condemnation proceedings, for Texas Gas Transmission’s Greenville Lateral pipeline project, and Gulf South’s Mississippi Expansion, Southeast Expansion, and Mississippi Loop pipeline projects.
