The Mississippi Environmental Quality Permit Board convened its regular monthly meeting at 9:00 a.m. on April 13, at the offices of the Mississippi Department of Environmental Quality in Jackson. All Board members were present for the meeting chaired by Kent Ford. Minutes from the March meeting were approved, as were all non-controversial permits issued by the staff since the last meeting. Following a prepared agenda, items considered were as follows:

Billy Joe Leach, Poultry (Newton County)

Issuance of Coverage Under the AFO General Coverage MSG201000
|
Leach applied for a construction permit to add four new poultry houses to his existing six houses located on Coonhatta Road near Macon. Three nearby landowners appeared before the Board to express objections to the permit. Statements centered around concerns regarding flies, odors, and surface runoff. After hearing all objections, the Board issued the permit.

Smith applied for a construction permit to add two new poultry houses to his existing two houses located in rural Neshoba County. Four neighbors objected to the permit expressing concerns about flies, odors, surface runoff, and litter on the sides of the public roads. One neighbor shared specific concerns that on two prior occasions her pet dog brought dead birds from the poultry house site to her land. After allowing all objections to be heard, the Board issued the permit.
