The Mississippi Environmental Quality Permit Board convened its regular monthly meeting at 9:00 a.m. on August 10, at the offices of the Mississippi Department of Environmental Quality in Jackson. All Board members attended the meeting chaired by Jim Lipe. Minutes from the July meeting were approved, as were all non-controversial permits issued by the staff since the last meeting. Following a prepared agenda, items considered were as follows:
OFFICE OF POLLUTION CONTROL
Kerry Giesbrecht, Poultry (Noxubee County)
Issuance of Coverage under
the AFO General Coverage MSG200979
MDEQ received a Notice of Intent and Comprehensive Nutrient Plan from the applicant applying for the permit referenced above. The permit would cover the construction and operation of two existing poultry houses and two planned poultry houses. The total number of breeders is expected to be 45,800. Two letters of concern received by MDEQ staff regarding the site expressed concerns about odors, noise, a decrease in property value in the area, and the effects on a nearby pond. After a site inspection, MDEQ staff concluded that all buffer requirements were met and noted coverage of the site includes a no discharge permit. Upon staff recommendation, the Board voted to approve the permit.
