Biography
Richard Cirilli joined the Brunini firm in 1998. His primary practice areas include commercial litigation and health care. Richard is experienced in advising physicians, hospitals, and other medical providers on various issues arising under the federal Stark and Anti-kickback statutes. He has represented numerous health care clients, including physicians, hospitals, and nursing homes in various administrative proceedings, including Certificate of Need hearings before the Mississippi State Department of Health and disciplinary actions before the Mississippi State Board of Medical Licensure.
Richard also has experience in commercial arbitration proceedings before the National Association of Securities Dealers and the American Arbitration Association. Included among the litigation matters in which Richard has been actively involved are the defense of poultry industry clients against toxic exposure claims and the defense of product liability claims brought by users of welding products.
Richard graduated magna cum laude from the University of Mississippi School of Law in 1995 and served as Associate Articles Editor for the Mississippi Law Journal. He received Outstanding Student Awards in Property I, Criminal Law, Securities Regulation and Family Law. While a student at the University of Mississippi School of Law, Richard was inducted into the Phi Kappa Phi honor society.

Representative Matters
- Richard has represented various medical providers in Certificate of Need (CON) hearings before the Mississippi Department of Health.
- Richard has assisted medical professionals in recruitment and employment contracts with various medical providers and institutions.
- Obtained dismissal along with Chuck McBride on behalf of five regional wireless carriers located in various parts of the United States from a patent infringement lawsuit pending in the United States District Court for the Southern District of New York. The patent owner named Brunini’s clients as third-party defendants in the lawsuit, alleging that certain handsets and equipment sold or operated by the wireless carriers infringed upon its patent. McBride and Cirilli successfully argued the carriers were not subject to the personal jurisdiction of courts in New York and obtained their dismissal from the lawsuit on such grounds.
